Kelvin MacDonald MCIH FRTPI FRSA

Kelvin MacDonald is the Director of Spatial Effects Ltd.. He is an Affiliated Lecturer at the Department of Land Economy, Cambridge and a specialist adviser to the House of Commons' CLG Select Committee. He is on the Policy Council of the Town and Country Planning Association and a judge for the UK Housing Awards. He is on the Editorial Board of Town Planning Review and the organising committee for the Joint Oxford Planning Law Conference. He frequently writes articles on housing, planning and regeneration and appear on the media on these issues, including on the Today programme, Dispatches, Channel 4 News and Newsnight. He has written a monthly column in Planning newspaper since 1982.

Until 2007 he was the Director of Policy and Research and, subsequently, Chief Policy Adviser for the Royal Town Planning Institute. He was Visiting Professor at Westminster University and was a Commissioner on the Westminster Housing Commission. He was a member of the CLG's Planning Reform Advisory Group and a member of the Policy Development Advisory Board for the Callcutt Review of Housebuilding Delivery and of the Sounding Board of the National Planning Framework for Scotland. He was a member of the Ministerial Advisory Group on Planning Contributions and of the steering group of the Planning Advisory Service and of the CLG's Planning Research Network. He has been an adviser to the Guangdong Provincial Government in China and an assessor for the Higher Education Funding Council.

He was previously the Director of ROOM, the National Council for Housing & Planning, and has worked for the Association of District Councils, Westminster University, as Assistant Director of the Town and Country Planning Association, for local government, for the British Marine Federation and for the Department of the Environment.
